I live in nj essex county im trying to get someone to fix the fence of me and all of them are so expencsive? can anyone help me by finding someone cheap for installing a fence please before 400-500$. Or suggest if i could try doing it myself but how ?

Keep in mind if you decide to repair or replace your fence you are going to need quiet a few different tools.
If you don't already have these tools or you can't borrow them you may consider paying someone to do your fence.

look in your yellow pages under solar pvc fences

I looking for a site that shows how to build a fence that is a combination of block and wood. I am looking to build a low block wall about 2 courses high with a cap and then a wood fence on top of that. Hopefully a site with pictures.
